Open States for MBBS Admission in 2026

“Open state” is an informal counselling term, not a national statutory category. It usually means a state permits eligible non-domicile candidates to compete for specified private/NRI seats; rules differ by state and year.

What open state does not mean

  • It does not make every government seat open to outsiders.
  • It does not remove NEET qualification.
  • It does not allow direct admission outside counselling.
  • It does not guarantee the same eligibility for private, minority and NRI seats.

How to verify a state

  1. Open the 2026 state counselling bulletin.
  2. Find eligibility for non-domicile candidates.
  3. Match the exact seat code/quota in the seat matrix.
  4. Check category, minority and NRI-document restrictions.
  5. Confirm fees and security deposit before choice filling.

Karnataka example

Karnataka private medical seats are allotted through KEA. Official college pages for PES University and Ramaiah also state that MBBS allotment is through KEA based on NEET rank. Eligibility still depends on the seat category and current KEA rules.

2026 status warning

State rules can change between sessions and rounds. This page deliberately does not label a state “open” without linking the current authority bulletin.
